Guelph Bylaws
Article 1: General Provisions
Section 1.1 - Title
This Bylaw shall be known as the "City of Guelph Public Safety and Order Bylaw."
Section 1.2 - Purpose
The purpose of this Bylaw is to promote public safety and order within the City of Guelph through regulations governing noise, parking, and animal control.
Section 1.3 - Scope
This Bylaw applies to all residents, visitors, and businesses within the City of Guelph.
Article 2: Noise Regulations
Section 2.1 - Prohibited Noise

No person shall make, cause, or permit the making of any noise that disturbs the quiet of any other person.

Prohibited noise includes but is not limited to loud music, construction activities, and operation of machinery between the hours of 11:00 PM and 7:00 AM.
Section 2.2 - Exemptions

Noise resulting from emergency activities, city-sanctioned events, or construction authorized by the City shall be exempt from this Bylaw.

Noise generated by authorized public celebrations or festivals shall be exempt during specified hours.
Article 3: Parking Regulations
Section 3.1 - Parking Restrictions

No person shall park any vehicle in a manner that obstructs traffic flow or access to public facilities.

Vehicles parked on public streets must comply with posted parking restrictions, including time limits and designated parking zones.
Section 3.2 - Parking Enforcement

Parking enforcement officers appointed by the City shall have the authority to issue fines and tow vehicles violating parking regulations.

Vehicles parked in contravention of this Bylaw may be impounded at the owner's expense.
Article 4: Animal Control
Section 4.1 - Leash Requirement

Dogs must be kept on a leash when in public areas, except in designated off-leash dog parks.

Owners must ensure their pets are under control and do not pose a threat to other persons or animals.
Section 4.2 - Waste Removal

Owners must promptly remove and properly dispose of their pet's waste in designated receptacles.

Failure to comply may result in fines and penalties as outlined in this Bylaw.
Article 5: Enforcement
Section 5.1 - Enforcement Officers

Bylaw enforcement officers appointed by the City shall have the authority to enforce the provisions of this Bylaw.

Officers may issue warnings, fines, or orders for compliance as necessary to ensure adherence to this Bylaw.
Section 5.2 - Penalties

Any person found guilty of violating this Bylaw may be subject to fines as determined by the City.

Repeat offenders may face increased fines or other enforcement actions, including court proceedings.
Article 6: Appeals
Section 6.1 - Right to Appeal
Any person who has been issued a fine or order under this Bylaw may appeal to the designated appeals board within 30 days of the issuance.
Section 6.2 - Appeal Process

Appeals shall be conducted under the procedures established by the City.

The appeals board shall review the evidence and render a decision based on the merits of the case.
Article 7: Miscellaneous Provisions
Section 7.1 - Severability
If any provision of this Bylaw is found to be invalid or unenforceable, the remaining provisions shall remain in full force and effect.
Section 7.2 - Effective Date
This Bylaw shall come into force and effect on [Date].
Section 7.3 - Repeal
Any previous bylaws or regulations inconsistent with this Bylaw are hereby repealed.
Section 7.4 - Amendments
Amendments to this Bylaw may be made by resolution of the City Council following public consultation and due process.
