Abbotsford Bylaws

Article I: General Provisions

Section 1: Title These Bylaws shall be known as the "Abbotsford Public Safety and Health Bylaws."

Section 2: Purpose The purpose of these Bylaws is to establish regulations and standards to promote public safety and health within the jurisdiction of Abbotsford. These Bylaws address various concerns including noise control, animal control, waste management, and fire safety regulations, aiming to ensure the well-being of residents and visitors.

Article II: Noise Control

Section 1: Prohibited Noise It shall be unlawful for any person to create, continue, or cause to make any noise that unreasonably disturbs the peace of others within Abbotsford. This includes but is not limited to loud music, construction activities, and excessive vehicle noise.

Section 2: Noise Mitigation Measures Property owners and managers shall implement reasonable measures to mitigate noise levels, including soundproofing, usage of mufflers on machinery, and limiting construction activities during designated quiet hours.

Article III: Animal Control

Section 1: Licensing and Registration All pet owners within Abbotsford shall obtain a valid license for each animal they own, as per municipal regulations. Additionally, owners must ensure that their pets are registered and have up-to-date vaccinations.

Section 2: Leash Laws and Waste Management Dogs must be kept on a leash when in public areas, and owners are required to clean up after their pets. Failure to adhere to leash laws or clean up after pets may result in fines or penalties.

Article IV: Waste Management

Section 1: Collection and Disposal Residents and businesses within Abbotsford must adhere to municipal guidelines for waste collection and disposal. This includes separating recyclable materials, organic waste, and general refuse.

Section 2: Illegal Dumping Illegal dumping of waste materials, including household garbage, construction debris, and hazardous materials, is strictly prohibited within Abbotsford. Violators shall face fines and penalties as outlined in municipal regulations.

Article V: Fire Safety Regulations

Section 1: Fire Prevention Measures Property owners and occupants must comply with fire safety regulations, including the installation and maintenance of smoke detectors, and fire extinguishers, and adherence to building codes.

Section 2: Open Burning Open burning of any materials within Abbotsford is prohibited unless authorized by municipal authorities. Permits for controlled burns must be obtained in advance and adhere to specified guidelines to prevent risks to public safety and health.

Article VI: Enforcement

Section 1: Enforcement Authority The Abbotsford Police Department and designated municipal officers shall have the authority to enforce these Bylaws and issue citations for violations.

Section 2: Penalties Violation of any provision of these Bylaws shall result in penalties as prescribed in municipal regulations, including fines, warnings, or other enforcement actions.

Article VII: Severability

Section 1: Invalidity If any provision of these Bylaws is found to be invalid or unenforceable, the remaining provisions shall remain in full force and effect.

Article VIII: Effective Date

Section 1: Adoption These Bylaws were duly adopted by the Abbotsford City Council on May 15, 2050, and shall take effect immediately.

Section 2: Publication A copy of these Bylaws shall be made available to the public on the municipal website and at City Hall for reference.

Section 3: Amendments These Bylaws may be amended as deemed necessary by the Abbotsford City Council following appropriate public notice and hearings.

Section 4: Review These Bylaws shall be subject to periodic review and revision to ensure their effectiveness in addressing public safety and health concerns within Abbotsford.
