Article I: Title and Purpose

Section 1: Title These bylaws shall be known as the Residential Noise Bylaws.

Section 2: Purpose The purpose of these bylaws is to regulate and control the level of noise in residential areas to ensure a peaceful and harmonious environment for residents.


Article II: Definitions

Section 1: Noise "Noise" shall mean any sound that is loud, raucous, or disturbing to a reasonable person, including but not limited to, voices, music, television, and mechanical sounds.

Section 2: Quiet Hours "Quiet Hours" shall mean designated hours during which noise must be kept to a minimum to avoid disturbing residents' peace and quiet. Typically, quiet hours are from 10:00 PM to 7:00 AM.

Section 3: Residential Area "Residential Area" shall mean any area zoned for residential use, including single-family homes, multi-family dwellings, and apartment buildings.


Article III: Regulations

Section 1: Construction Noise Construction activities that generate noise, such as demolition, excavation, and building construction, shall be limited to the hours of 7:00 AM to 7:00 PM on weekdays and 9:00 AM to 5:00 PM on Saturdays. No construction noise is permitted on Sundays or public holidays.

Section 2: Vehicle Noise The operation of vehicles, including motorcycles, cars, trucks, and other motorized vehicles, shall not produce noise exceeding the limits specified in the Environmental Protection Act. Excessive use of horns, loud music, or engine revving is prohibited, especially during quiet hours.

Section 3: Commercial Noise Noise from commercial establishments, including deliveries, outdoor events, and amplified music, shall be limited to the hours of 7:00 AM to 10:00 PM. Special permits may be required for events exceeding these hours, and sound levels must not exceed those specified in the bylaws.

Section 4: Recreational Noise Noise from recreational activities, such as parties, gatherings, or sporting events, shall be limited to the hours of 7:00 AM to 11:00 PM. Excessive noise that disturbs neighbors is prohibited, and hosts of such events are responsible for ensuring that noise levels are kept to a minimum.

Section 5: Exemptions Certain activities, such as emergency services, municipal services, and construction work required for public safety, may be exempt from these noise regulations. However, such exemptions must be approved by the city and comply with the specified noise limits.


Article IV: Enforcement

Section 1: Complaints Residents who are disturbed by excessive noise may file a complaint with the city's noise control officer. Complaints must include the date, time, location, and nature of the noise, and may require supporting evidence such as recordings or witness statements.

Section 2: Penalties Violations of these bylaws may result in fines or other penalties as specified in the Municipal Act. Repeat offenders may face increased fines or legal action, including the possibility of noise mitigation measures or equipment installation at their own expense.


Article V: Effective Date and Severability
